Entry Requirements

To enrol in this course, participants must be at least 16 years of age. Participants must be 18 years or older to legally serve alcohol.

Participants must possess sufficient English language skills to understand legal obligations, complete written assessment activities, and participate in classroom discussions.

All participants must provide valid government-issued photo identification and hold a valid Unique Student Identifier (USI) prior to the issuance of a Statement of Attainment.

This course delivers the nationally recognised unit of competency:
SITHFAB021 – Provide Responsible Service of Alcohol

Training is delivered face-to-face over one (1) day, typically from 8:30am to 2:30pm.

The program provides participants with the knowledge and skills required to serve alcohol responsibly in accordance with Victorian liquor licensing laws and harm minimisation principles.

All training and assessment is conducted by qualified and experienced trainers in accordance with the Standards for Registered Training Organisations (RTOs) and Liquor Control Victoria (LCV) requirements.

Assessment Requirements

Participants are required to complete assessment activities to demonstrate competency in accordance with the requirements of SITHFAB021.

Assessment methods may include written knowledge assessment, scenario-based questions, and classroom discussions addressing intoxication management, refusal of service and legal responsibilities.

Participants must demonstrate an understanding of harm minimisation strategies, standard drink measurements, underage drinking laws, and procedures for managing difficult or intoxicated patrons.

All assessment activities must be completed to the required standard in order for a Statement of Attainment to be issued.

If you believe you may require reasonable adjustment or additional support during assessment, you must notify STAR Education prior to commencement of training.

Course Outcome

Upon successful completion of all assessment requirements, participants will be issued a Statement of Attainment for:
SITHFAB021 – Provide Responsible Service of Alcohol

This unit is nationally recognised under the Australian Qualifications Framework (AQF).

In Victoria, completion of this course forms part of the requirements to obtain the official RSA Certificate of Completion required to work in licensed venues.

In accordance with Liquor Control Victoria (LCV) requirements, learners must complete both of the following components before an RSA Certificate of Completion can be issued:
• An LCV-approved RSA training course
 • Sexual Harassment and Assault: Recognise, Prevent and Respond (mandatory online module)

The additional online module has been introduced to strengthen understanding of safe workplace behaviours and ensure hospitality staff are equipped to recognise, prevent and respond to incidents of harassment or assault.

Both components must be completed in full before an RSA Certificate of Completion can be issued.

Participants are responsible for ensuring they meet all current Victorian RSA requirements. For further information, please refer to the Liquor Control Victoria website.

Licensing Information

Responsible Service of Alcohol requirements are administered by State and Territory liquor licensing authorities.

In Victoria, RSA certification is regulated by Liquor Control Victoria (LCV). Upon successful completion of the course and verification of assessment requirements, participants will receive the documentation required to meet Victorian RSA compliance requirements.

STAR Education delivers training in accordance with regulatory guidelines; however, it remains the responsibility of participants to ensure they comply with all current licensing obligations applicable to their State or Territory.

The course fee for SITHFAB021 – Provide Responsible Service of Alcohol is $60 per participant.

This fee includes training, assessment, learner resources, and issuance of a Statement of Attainment upon successful completion.
