This course is designed for people who transport, handle, load or unload Class 1 dangerous goods (explosives) and require nationally recognised training to support a Class 1 Explosives Driver Licence application or renewal.It is suitable for explosives transport drivers, transport and logistics personnel, Defence personnel and contractors, and employers responsible for ensuring workers involved in Class 1 transport meet applicable training and licensing requirements.Training is delivered live online Australia-wide. STAR Education currently supports Class 1 licensing pathways through Victoria, Tasmania, New South Wales and Western Australia. Participants located in other Australian states or territories may also undertake the course and may be able to apply for a Victorian licence, subject to the applicable regulator requirements.

Entry Requirements

To enrol in this course, participants must be at least 18 years of age and hold a valid Australian Driver’s Licence.Participants must possess a sound understanding of English and sufficient language, literacy and numeracy skills to interpret safety documentation, complete written assessments, and comply with regulatory requirements. A Language, Literacy and Numeracy (LLN) assessment is conducted to ensure participants can meet safety and compliance obligations associated with explosive transport.Participants must also have basic computer skills and access to email in order to complete the mandatory pre-course online module.Additional requirements apply when applying for a Class 1 Explosives Driver Licence and vary depending on the licensing authority. These may include identity, medical, security, driving history and other regulator-specific requirements.Participants who reside outside VIC, TAS, NSW or WA are encouraged to contact STAR Education before enrolment so we can explain the available licensing pathway.

This course delivers the nationally recognised units of competency:TLID0014 – Load and unload explosives or dangerous goodsTLID3015 – Identify and label explosives or dangerous goodsTraining consists of a mandatory pre-course online learning module followed by one day of live, trainer-led online training, typically delivered from 8:00am to 4:00pm AEST.The live virtual classroom includes facilitated instruction, discussion, learning activities and assessment aligned with the nationally endorsed units of competency.All training and assessment is conducted by qualified and experienced trainers in accordance with the Standards for Registered Training Organisations.

Assessment Requirements

Participants are required to complete assessment activities to demonstrate competency in accordance with the requirements of TLID0014 and TLID3015.

Assessment methods may include written knowledge assessment, scenario-based questions, and trainer observation. Participants must demonstrate an understanding of regulatory obligations, explosive classification and labelling requirements, documentation and placarding procedures, high-security load management, and emergency response protocols.

All assessment activities must be completed to the required standard in order for a Statement of Attainment to be issued.

Course Outcome

Upon successful completion of all training and assessment requirements, participants will receive a nationally recognised Statement of Attainment for:TLID0014 – Load and unload explosives or dangerous goodsTLID3015 – Identify and label explosives or dangerous goodsThe Statement of Attainment provides evidence of successful completion of the nationally recognised training. It is not a Class 1 Explosives Driver Licence.A separate licence application must be made to an applicable licensing authority, and applicants must satisfy that authority's eligibility and licensing requirements.

Class 1 Explosives Driver Licences are issued by government licensing authorities — STAR Education does not issue the licence.STAR Education currently has Class 1 Explosives training/licensing pathways available through:Victoria (VIC)Tasmania (TAS)New South Wales (NSW)Western Australia (WA)Live online training is available to participants Australia-wide.If you live in another state or territory, this does not necessarily prevent you from undertaking the course. Eligible applicants may complete their training with STAR Education and apply for a Victorian Class 1 Explosives Driver Licence, subject to meeting the Victorian regulator's application and eligibility requirements.Licensing requirements are separate from course completion and may include security checks, medical requirements, identity verification, driving history, application documentation and regulator fees.If you live outside VIC, TAS, NSW or WA, please contact STAR Education before enrolling so we can discuss the appropriate licensing pathway for your circumstances.
