This course is designed for individuals who are required to operate a forklift truck in the workplace in accordance with State and Territory work health and safety legislation. It is suitable for workers in logistics, warehousing, construction, manufacturing and related industries who need to obtain a High Risk Work Licence to operate a forklift truck.
This course is also appropriate for individuals seeking to enter industries where forklift operation is required, as well as employers who need to ensure their staff meet licensing and compliance obligations.

To enrol in this course, participants must be at least 18 years of age and provide valid government-issued photo identification.
Participants must possess sufficient English language, literacy and numeracy skills to complete written assessments and safely undertake practical forklift operating tasks. This includes the ability to read and understand safety information, interpret workplace instructions, complete assessment tasks, and communicate effectively in a workplace environment.
Participants must also be physically and mentally capable of performing forklift operation activities safely, including manual handling tasks and practical driving assessments.
Additional requirements may apply when applying for a High Risk Work Licence through the relevant State or Territory regulator, including identity verification and payment of licensing fees.
This course delivers the nationally recognised unit of competency:
TLILIC0003 – Licence to Operate a Forklift Truck
Training is delivered face-to-face and includes both theoretical and practical components. Course duration may vary depending on prior experience and scheduling but includes structured learning activities, practical instruction, and assessment tasks aligned with the requirements of the nationally endorsed training package.
All training and assessment is conducted by qualified and experienced trainers and assessors in accordance with the Standards for Registered Training Organisations (RTOs).
Participants are required to complete assessment activities to demonstrate competency in accordance with the requirements of TLILIC0003.
Assessment methods include a written knowledge assessment and practical demonstration of forklift operating skills under the direct observation of a qualified assessor. Participants must demonstrate safe operation, hazard identification, load handling, and compliance with workplace health and safety requirements.
All assessment activities must be completed to the required standard in order for a Statement of Attainment to be issued.

Upon successful completion of all assessment requirements, participants will be issued with a Statement of Attainment for:
TLILIC0003 – Licence to Operate a Forklift Truck
This unit of competency is nationally recognised under the Australian Qualifications Framework (AQF).
Successful completion of this course does not automatically grant a High Risk Work Licence. Participants must apply separately to the relevant State or Territory licensing authority and meet all regulatory requirements.
High Risk Work Licences, including forklift licences, are administered by individual State and Territory workplace regulators.
Following successful completion of the course, participants must lodge an application with the relevant regulator in their State or Territory.
Additional requirements may include identity verification, payment of regulator fees, and completion of any required application documentation.
STAR Education does not issue High Risk Work Licences. The licence is issued by the relevant State or Territory authority following approval of the application.
Participants are responsible for ensuring they meet all licensing requirements before applying.
The course fee for TLILIC0003 is $475 per participant.
This fee includes training, assessment, learner resources, and the issuance of a Statement of Attainment upon successful completion.
Payment is required at the time of booking to secure a place in the course. Enrolment confirmation is subject to payment and completion of the required enrolment documentation.
