This course is designed for individuals who are required to transport Class 1 dangerous goods (explosives) in accordance with Commonwealth, State and Territory legislation. It is suitable for drivers seeking to obtain or renew a Class 1 Explosives Driver Licence and for individuals involved in the handling, loading, unloading or transport of explosives.
This course is also appropriate for Defence Force personnel and contractors required to transport Commonwealth explosives, transport and logistics personnel responsible for moving Class 1 dangerous goods, and employers or site managers who must ensure their staff meet regulatory and safety obligations.

To enrol in this course, participants must be at least 18 years of age and hold a valid Australian Driver’s Licence.
Participants must possess a sound understanding of English and sufficient language, literacy and numeracy skills to interpret safety documentation, complete written assessments, and comply with regulatory requirements. A Language, Literacy and Numeracy (LLN) assessment is conducted to ensure participants can meet safety and compliance obligations associated with explosive transport.
Participants must also have basic computer skills and access to email in order to complete the mandatory pre-course online module.
Additional requirements may apply when applying for or renewing a Class 1 Explosives Driver Licence through the relevant State or Territory authority.
This course delivers the nationally recognised units of competency:
TLID0014 – Load and unload explosives or dangerous goods
TLID3015 – Identify and label explosives or dangerous goods
Completion of these units is mandatory for individuals applying for or renewing a Class 1 Explosives Driver Licence under the current nationally harmonised framework.
The course consists of a mandatory pre-course online module followed by one (1) day of face-to-face classroom training, typically conducted from 8:00am to 4:00pm.
The training includes structured learning activities, facilitated discussion, and assessment tasks aligned with the nationally endorsed training package requirements. All training and assessment is conducted by qualified and experienced trainers in accordance with the Standards for Registered Training Organisations (RTOs).
Participants are required to complete assessment activities to demonstrate competency in accordance with the requirements of TLID0014 and TLID3015.
Assessment methods may include written knowledge assessment, scenario-based questions, and trainer observation. Participants must demonstrate an understanding of regulatory obligations, explosive classification and labelling requirements, documentation and placarding procedures, high-security load management, and emergency response protocols.
All assessment activities must be completed to the required standard in order for a Statement of Attainment to be issued.
If you believe you may require reasonable adjustment or additional support during assessment, you must notify STAR Education prior to commencement of training.
Upon successful completion of all assessment requirements, participants will be issued a Statement of Attainment for the following nationally recognised units:
TLID0014 – Load and unload explosives or dangerous goods
TLID3015 – Identify and label explosives or dangerous goods
These units are nationally recognised under the Australian Qualifications Framework (AQF) and are required by most State and Territory regulators to support an application for or renewal of a Class 1 Explosives Driver Licence.
Successful completion of this course does not automatically grant a Class 1 Explosives Driver Licence. Participants must apply separately to the relevant State or Territory licensing authority and meet all regulatory requirements.
Licensing requirements for Class 1 Explosives Driver Licences are administered by individual State and Territory authorities.
Following successful completion of the course, participants must lodge an application with the relevant regulator in their State or Territory.
Additional requirements may include medical certification, security clearances, identity verification, payment of regulator fees, and compliance with any state-specific transport or route planning requirements.
STAR Education does not issue Class 1 Explosives Driver Licences. The licence is issued by the relevant State or Territory authority following approval of the application.
Participants are responsible for ensuring they meet all licensing requirements before applying.
The course fee for the Class 1 Explosives Transport Driver program is $900 per participant.
This fee includes the mandatory pre-course online module, face-to-face training, assessment, learner resources, and the issuance of a Statement of Attainment upon successful completion.
Payment is required at the time of booking to secure a place in the course. Enrolment confirmation is subject to payment and completion of the required enrolment documentation.
